Add WCS information to the header #8

This is blocked by sdss/basecam#13.

The WCS will be approximate but with the TCC boresight, pixel scale, and adding some information to the camera config (rotation, radial distance) it should be possible to add some reasonable astrometry.

The FITS model now includes WCS cards but they are empty for now.
