Readme out of date #5

I'm working a blurb for idlutils in dr18. After looking through the README, it's not entirely clear what updates from SVN have been synced to GitHub, since SDSS IV is now over. Also the link for bumpversion is broken now that v2 of the template doesn't use it. A permalink to the v1 version should solve that.

I don't think we want to merge the changes since they may break the SDSS-V version. So unless we know exactly which files would change, the best option maybe would be to instead subgit svn/idlutils --> github/idlutils_sdss4 to migrate it without disturbing the current repo in use by SDSS-V

I don't have any strong opinions, I just wanted to alert y'all that the docs were a bit out of date.
