Dont reimplement sdss-basecam

90% of the functionality is in basecam, see docu

• ALL configuration should be loaded on actor startup with --config or as default - not in the command section
• Camera type should be defined as camtype: "araviscam" or camtype: "skymakercam"
• see example from basecam

... I have refactored the actor, fixed araviscam & skymakercam pip packages and added a simple ui client. TODO:

• Test araviscam
• How to push instrument parameters to the actor (maybe lvmscraper ?)
• flake & slint
