There are fiber patterns in some columns of the overscan regions (OS). These are usually at ~bias level, but sometimes can ascend as high as couple thousand counts and extend to several columns. This PR implements rejection of contaminated pixels to get a more robust estimate of the typical standard deviation in OS regions.
