Enable h3/h4 fitting #57

Optional fitting of h3/h4:

Make sure ppxf interface is sufficient to turn on and keep track of h3/h4 results
Alter the stellar-continuum configuration data as necessary to turn on the h3/h4 fits
Allow the h3/h4 output to be incorporated into the MAPS data model, if available

For at scale fitting of the higher moments, need a decision tree on when to attempt the fits:

Bin to S/N~30?
Only fit spectra with sigma_ > 2 sigma_LSF
