This PR does the following:

Enable the output grid for mangadap.util.sampling.Resample to be defined directly.
Include covariance calculation in mangadap.util.sampling.Resample.
Add a class that reads trace sets produced by IDLUTILS, mangadap.util.trace.TraceSet, but not well tested yet.
