Belgium VAT rules have changed #135

The first number can now be 1, e.g. BE1006023325

This is actually a duplicate of https://github.com/se-panfilov/jsvat/pull/130, which seems to be fixed in the (maintained) fork https://github.com/mattickx/jsvat-next
