Start time and end time aren't linked to the tasks or user

Bug Summary:

When setting a start and end time in the settings the values are not saved.

Steps To Reproduce

1)Go to the settings page and change the start/end time 2)Restart the session

Expected behaviour

The start and end time should be connected to the users and also routed to the tasks.

Observed Behaviour

The start and end times are only kept in the session
