Add documentation for All-Contributions Bot #286

User Story:

As a developer, I want to see instructions for adding my contributions to the readme so that I can easily add my contributions.

Acceptance Criteria:

1) Appropriate link to a wiki page is in the Readme 2) Corresponding Wiki page contains the contents of CONTRIBUTIONS.md
