Revert "deps: bump nokogiri from 1.15.5 to 1.16.3" #238

This reverts commit 5b8af67b8625fd0ccad32ce6bab4ae6021e7e61e.

nokogiri-1.16.3 requires >= ruby 3.0, which breaks the sel4webserver demo build (the VM only has ruby 2.7). The security issue addressd in this version bump is not relevant for the docsite, because there is no user-supplied input to nokogiri at any point in the live site.
