Update to Ubuntu 22.04 / ROS Humble #9

ROS 2 Galactic won't be supported for much longer!

Once NVIDIA releases their opengl images in https://gitlab.com/nvidia/container-images/opengl/-/issues/16, I can do the update on the Docker side.

If this doesn't happen by that time, I'll revert the main branch to at least use ROS 2 Foxy with Ubuntu 20.04 so it's supported.
