Is dotfiles a dependency of Centaur Emacs? #423

From the Prerequisite section of the Centaur Emacs Readme, users may get the impression that Centaur dotfiles is a dependency of Centaur Emacs. Is this the case? If not, shall we add a Optional to the title of dotfiles section to avoid confusing?
