add seagull config in package.json #34

For future config it is necessary to provide minimal config information. We decided that the package.json shall be used to store those information. Therefore, we need to decide for the key words.

the keyword is seagull in seagull core there is now a loadConfig utility function with some typings loadConfig is used for getting various infos from the package json

we still need to decide on defaults for generating initial package.jsons

and sg enable tracking has to update the package json
