Convert project to the new repository #2

Since the original repository of this project at https://github.com/jcaddel/maven-s3-wagon is inactive, I forked the project to manage it myself. This PR:

Removes the unnecessary dependencies on Spring
Somewhat distances itself from the Kuali projects I don't control
Puts in pom.xml elements for publishing to maven central.
Updates the README.MD
Updates the eclipse project files accordingly.
