Cannot Press "Delete" on the mass-moderate section of the reported contents page.

Describe the issue/bug:

Pressing on the "Delete" button under the red pencil only changes the color of the button and does not open the reason menu.

To Reproduce:

1. Visit the reported contents page. (ex. https://brainly.com/question/add?reported-contents)
2. Fetch reports that need to be removed, and press the red pencil at the top right.
3. Press "Delete" and observe that no further action occurs.

Expected result: The reason menu shows up for answers and questions, and the final confirmation for deleting should be visible.
