[Feature] Add chartmuseum to base kubernetes image #1783

Issue Description

在当前ToB 场景中, 一般的构建交付物分为两个: docker image 和 helm chart . 其实使用helm chart 进行构建物分发的版本管理. 如果单纯的使用kubectl apply 的方式进行版本管理, 十分难做.
现在image 有registry 做cache . 但是 helm chart 并没有平台去承载. 所以希望存在chartmusum 去进行chart 存储管理.
我们在预想中sealer 仅做集群管理, 和构建物分发 ,具体的业务拉起 可能由更细化的vela 来做分发协同

There is a pr #1658 trying to package application in clusterimage so that you can only focus on distribution. This feature may be released in a future release.
