Explicitly define anchor links used by external dependencies

Set custom anchors to indicate which anchors are "stable". So if something is using an anchor we would add the custom anchor and set it to the current value. This way we know if we delete the heading we are breaking a link, and it means we can change titles without worrying about breaking links.
