Add Table of Contents

Adding numbering system for quick & easy reference, and a Table of Contents

I know there's an auto-generated TOC, but that requires an extra click to access and I feel like people never actually use that

I was scrolling through the sections and had a thought that fully qualifying each section may make it easier to skim/find stuff.

Like instead of ### A - Flip we could do ### IV.A - Flip

I've seen that in other rules text. I think having the numbers or subsections on their own looks kind of weird

@austenlux I went ahead and added commits to make the subsections have their fully qualified names in the headers so it'll be easier to refer to the rules as we read. lmk what you think. also fixed a few broken links
