Create Scaffolded Blazor App

Create a new blazor project and link it to the current MVC project.

[ ] Create Blazor app
[ ] add necessary project references (MVC, data library, etc)
[ ] configure the app with necessary dependencies in its Program.cs file
[ ] have currnet MVC app redirect to the scafolded blazor app/page when user logs in
