There was some struggle here getting it to compile initially. Stelian helped. Appveyor may show a red check, but it has compiled and leaves a file that I have installed and checked.

Windows compiles and has been tested - Opencpn v5.0
WeatherfaxInternetRetrieval, CoordinetSets.xml and WxFax Update Notes have been updated. (Uwe)
Stelian provided for lines of ifdef for code related to Android - which cannot be done in formbuilder I believe.
Cursor Selection of File problem fixed - (stelian)
Decoder / Wizard unsizeable menu is not larger and has slide bars as before. (stelian)

I've checked operation in Opencpn v50 and it works much better. You might want to make a new branch "ov50"

Don't merge. I am going to try to squash and cleanup and make a new PR.

Closing this now, made 3 new PR that are "squashed" but did it a different way. All cleaned up. Will be available for reference.
