Bug - Weatherfax decoder - wizard is frozen at a set size, x & y #120

Uwe has provided new weatherinternetfax.xml and coordinatedatasets.xml which have all been checked and fixed as much as possible for the entire world.

I have been checking Uwe's work and find that the Weatherfax Decoder (Wizard) is now set a very small screen size (x & y) and will not drag to be larger. This makes it impossible to adjust some of the files overlay coordinates.

I will have to do this work in the Wefax earlier version for Opencpn 4.8.8, just as Uwe found out! This is a BUG that should be fixed before we release the new xml files!

PS: I just found that the most recent Opencpn v4.8.8 Weatherfax_pi has the same bug. I will hopefully find an older one that works. PS: I reverted this version back to before android changes, see #121 Does not fix ov50 version.

Fixed Decoder window is now larger and has sliders after Stelian used ifdefs for Android in the weatherfaxUI.cpp file.
