WeatherFaxInternetRetrieval.xml and CoordinateSets.xml updates for ov42-ov48 #121

Sean, Weatherfax for ov4.2-ov4.8 PR from my new branch "ov42-fix"

  1. Reverts to PR #104 from Did-g which was merged and cleaned up makefile etc.
  2. Updates the weatherfaxinternetretrieval.xml file and coordinatesets.xml files to be current URL's and coordinates.

This will fix the buggy cursor operation and and frozen weatherfax decoder/wizard window, for this version and provide the interface expected.

It does not fix the ov50 version issues.

I do not expect you to merge this, but this is what we are using for v4.8.8

I've made another PR to take the place of this one using the current master.
