Xml update 04 10 2019 #126

Updated xml files for Internet Retrieval. Several supplementary files to record what needs to be done and historic urls etc.

The Merge branch master of sean's repository overrides "add .travis.yml"

Merge this first. Suggested order for merging:

  1. Merged my PR #126 Xml update
  2. Merge Stelian's changes to fix Windows. He will make a PR. (my PR for win changes is closed now)
  3. Merge my PR #128 Ov50 appveyor

This way Sean's repository will have an updated ov42-ov48 with an appveyor artifact that works better and a new ov50 appeveyor for windows artifact as well.

Note that in February Nohal implemented "Update dataset" which is accessed from the first menu "Retrieve > Update Data Sources" Which makes it really easy for Users to update weatherfax XML files to the most current files in Sean's repository.

Note: the wiki needs some work.

Sean this needs to be merged before or after Stelian's PR #129
