Add a runraisenext others command to cycle through all windows that don't match any of the window specs in the runraisenext.json file.
runraisenext others
Then you can bind your 11 most-used apps to the F1-F11 keys, and runraisenext others to the F12 key to handle any other windows.
(Or maybe bind ten apps to F1...F10, F11 to others, and F12 to runraisenext all.)
