VPN not working over 3G #1107

Which device (manufacturer, type)? Evo 3D

Which firmware is installed? SteelRom 2.1 (2.3.4)

What version of wireless tether are you using? 3.1 Beta 6

What steps will reproduce the problem?
1.Activate tether while on a 3G network or have the 4G radio off
2.Use a PC to connect and run a VPN connection (it fails)

What is the expected output? What do you see instead? It times out on Verifying 
username and password, it should be connecting.

This could be a sprint issue but it works flawlessly when connected to a 4G 
network.
