Wifi Tethering only works once per boot. Gets stuck in unknown state after stopping #977

Which device (manufacturer, type)? Samsung Galaxy Indulge (CDMA + LTE) on 
MetroPCS

Which firmware is installed?
Currently CDMA firmware EE07, LTE firmware ED15 and OS EA29 but also had the 
issue on CDMA firmware EA29 LTE EA17 and OS EA29

What version of wireless tether are you using?
3.0Pre14

What steps will reproduce the problem?
1. Freshly boot the phone.
2. Start Tethering and it works fine
3. Stop tethering.
4. Try to restart tethering. This can be immediately or after an hour
5. The program gets stuck trying to start the tether and it never completes. 

What is the expected output? What do you see instead?
Basically I can only tether once per boot. To get it working again I have to 
restart the phone. If I end the task and start the program again it doesnt help

Please provide any additional information below.
The odd thing is that if I press the back button on my phone while the 
"Starting" pinwheel is stuck I can get to the menu of the application but the 
log window is blank?!

I would love to have this fixed. I can meet you on IRC if you like and am even 
willing to give you remote access to my PC with ADB running.

This is the issue I described in my latest comment in Bug number 894. The test 
copy you sent out in relation to the issue in 894 seems to have somewhat 
resolved this issue. It may be worth considering joining these two bugs 
together as they seem related.

If I use version pre12 I dont have this issue. I just have to select Samsung 
Epic 4g as the device profile under settings to get infrastructure.

I found a temporary fix: Instead of turning off wireless tether follow these 
simple steps (for all the noobs out there).
1) Go to your home screen while on the wireless tether by pushing the home 
button.
2) Push the menu button select settings.
3) Select Wireless and Network, then Wi-Fi settings, then turn on Wi-Fi.
4) You will get some funny error messages, then wireless tether will turn off 
then Wi-Fi will turn off.
5) Now you can restart wireless tether without rebooting.

Basically, turn on the Wi-Fi to turn off wireless tether. It also works from 
the desktop widget if you have it.

The message on #4 actually reads "What the hell. Your phone takes back control 
over the Wi-Fi interface. Immediate tethering-shutdown NOW!" I don't know if 
this is screwing things up in the background but I have done it about 10 times 
tonight and everything still seems fine. I did notice that the starting wheel 
does not spin anymore but it still starts up within ten seconds.

At first I thought it might be a setting or the default settings under my 
phone's device profile. I changed a bunch of things and kept trying and nothing 
worked. Still had to reboot to start it up again. Only turning on the Wi-Fi 
will do it. Not to big of a deal but pushing the back button would be nice ;)

I am using a rooted (obviously) samsung fascinate. Here is the link to the
