Automatically Capitalize Titles #11

Might be nice to automatically capitalize all the title headers even if they're typed in Titlecase or lowercase.

I am working on this, it is kind of hard due to how latex works underneath. But I will upload what I have sometime soon, it has ended up as more of a total re-write, but it seems to work so far...

I've uploaded this as another branch, I want to stress that I have submitted my dissertation and this is mostly me learning more latex. I'm not sure if I would recommend using this right away.
