Blacklisted subreddits are ignored if placed after "all" #3

In the subreddits.conf configuration file, blacklisted files are ignored if they are placed on a line after "all" (if that exists within the file) due to special handling of the case where "all" is present.

Also while response times appear to be increased the log is still showing attempts at replying to comments in blacklisted subreddits.
