settings page in Firefox captures scroll, but there's nowhere to scroll

You have to scroll the settings page by putting the pointer outside, into Firefox's browser Chrome. Annoying. Using overflow-y: hidden fixes it in Firefox, but breaks scrolling it in Chrome.
