Pluging output encoding prloblem #322

Steps to reproduce the behavior:

  1. Open any dir containing .qrc file
  2. Plugin outputs some errors but they are not readable

Expected Behavior The output should contain readable text

What is the system language you are using?

system (UI) language is ru_RU

codepage cp1251 for legacy console (conhost.exe) codepage 65001 for new console
