multiple changes that are ready to be merged. see commits for detail.

dbg image changes
add snmp to seapath
add snmp/smtp to pacemaker
libvirt/pacemaker stability
add macvtap/802.1Q to kernel config
fix a bug in consolevm tool
add docker-compose to test image (it already has docker)
base test images on dbg images

I will squash "dbg image: add git" and "dbg image: add iperf3" into dbg image: add some more debug tools.

I've run a CI test to check your commits.
