Two things need to be fixed for this event:

There are pages that the event is not being pushed at all (see screenshot). This needs to be pushed on every page load, as well as every "virtual" page load (i.e. history change).
This needs to be pushed earlier on each page - as soon as all of the data can be populated, ideally before it even finishes loading. Since these parameters will be added to every other following event on the page, it is critical that this is first. Currently, this is pushed after the OOB scroll trigger, which means that no page or user data will be associated with many of these events
