Layer names should wrap in the list #531

Currently, long layer names don't wrap in the list of Overlap Layers, so they get cut off.

This work should be linked to #518. The current overlay list is using a Tree component that's a lot less sophisticated than the Sketching TreeView, which should be repurposable. Unfortunately there's not a quick patch I can do.
