When trying to apply sector logic, sometimes you cannot toggle the options on unless you change the size of the browser window. For example, this demo survey has a Spatial Access Priority question with three sectors. I have sector specific questions - one for commercial fishers and one for recreational fishers - but I can only toggle on Commercial Fishing under Sector Logic. The Recreational Fishing toggle switch is shown but cannot be turned on UNLESS I reduce my Chrome browser window to 68%.
