Cannot toggle on sectors for sector-specific questions #648

I'm drafting a fishing survey for Curacao (https://www.seasketch.org/curacao/admin/surveys/299). I have three sectors - Commercial, Recreation and Subsistence Fishing - and sector-specific questions for each. I've created a question specific to Recreational Fishing and I can toggle on "Display Based on Sector". However, I can only toggle on the "Commercial Fishing" sector, not recreational or subsistence. I've seen this once before and it seemed to magically fix itself. I've done a hard refresh, reloaded the app and nothing seems to fix it.

30 minutes later, I can toggle on Recreational Fishing but I still cannot toggle on Subsistence Fishing. We'll see if the magical fix happens for Subistence Fishing later today.

Is it working for you now? It's working for me. I'm not sure what to make of this behavior. There shouldn't be any caching that impacts this in any way so the timing factor doesn't make sense to me.
