Map does not load for one SAP sector #649

Each time I take this survey (https://www.seasketch.org/curacao/surveys/299/9/) and try to answer the SAP question for subsistence fishing, the map does not load:

If I refresh the page...

And then check the subsistence fishing box, I return to the question and the map loads just fine.

I can repeat this bug by backing up to previous questions about districts & towns. If I select Subsistence Fishing, once again, the map will not load until I repeat the above steps.

The measurement tools update introduced some instability in loading maps in a few different scenarios, possibly because of upgrading Mapbox GL. I've put in some different mitigations that should avoid crashes.
