Skip logic doesn't work when "default" isn't changed. #651

When applying skip logic, the logic doesn't work if "default" isn't explicitly changed to the next question. The one pictured below only works because I changed the default to "Please identify regions..."

We might have to test this one together when you are in the office as well. Worked as expected with my simple test case but there are a lot of different ways to configure these.
