Esri service hangs on "Evaluating services (1/1)" #668

When attempting to add the following service to a project, SeaSketch seems to hang on "Evaluating services (1/1)":

https://gis.charttools.noaa.gov/arcgis/rest/services/MCS/ENCOnline/MapServer/exts/MaritimeChartService/MapServer
