Hide measurement tool when unavailable #692

Workshop participants most wanted the measurement tool before they drew a shape (I start fishing 1km offshore...), often to get the first point and a sense of scale. Suggestion to completely hide the measurement tool until it's available to use.

Thought this through with Abby a bit... Seems like the solution would be to kick the user into the "List Shapes" screen and out of the drawing context if they attempt to measure before drawing their first shape.

The better solution would be to support measurement at any point in the drawing process, but that's difficult to coordinate with mapbox-gl-draw on a technical level.
