Some layers uploaded as GeoJSON are not downloadable #699

Some layers in the Samoa project (seasketch.org/samoa) that were uploaded as GeoJSON with "Enable data download" toggled on cannot be downloaded. See layers under the Geomorphology folder. I've tested uploading other GeoJSON files and his does not appear to be a bug associated with all layers uploaded as GeoJSON.

This might be a more general bug. I've noticed that other layers previously uploaded as shapefiles and with "Enable data download" toggled on are not downloadable. This is true for at least two layers (24 nm Boundary and Belize basemap) in https://seasketch.org/belize.
