To do so you would need to test these cases:

Person would be admin if email was verified. Show admin access button but prompt to verify first. Allow resending verification email if needed.
ProjectAccessGate for admin only or invite only projects.

Probably means adding a Project.wouldBeAdminIfVerified bit to the Graphql api
