I uploaded a shapefile to https://seasketch.org/uruguay that I got from the Uruguay Geoportal (https://www.ambiente.gub.uy/oan/listado-de-capas/) which included "Á" characters in the attributes. When displaying those characters in the legend or popups it is replaced with a "?".
