Zip file within a zip file #748

In https://seasketch.org/belgium, there is a layer called Vlaamse Banken. When downloaded, the zip file (RD20190522_art7_1_20191202_nl.zip) contains another zip file (RD20190522_art20_2_20200209_nl.zip). What's the reason for this?
