Failed to replace raster #762

I downloaded the "Bottom Substrate" layer from from seasketch.org/california, and then tried to replace it with the downloaded copy so I could use the new cartography tools. It failed to upload (Problem converting VRT to RGB TIFF).

I tested this again by uploading the downloaded version to my own project (seasketch.org/will), and it also failed during the validation step. I thought maybe this had to do with the downloaded versus original file but, alas, this is not the case. The original file (called substrate30.tif) also fails to upload.
