Automatic zoom to location in survey #821

In the Brasil OUS, which is quite large, it would be ideal if the default map view for a given user was defined by their answer to a question about where they're from. So, if I say I'm from Florianopolis, the SAP question would zoom to a bounding box around Floripa.

This was requested in Belém and Fortaleza. In Brazil OUS covers a huge area which means when the OUS opens it zooms to the entire country. Finding small communities can be a little challenging. Would be nice if people indicate that they're from a particular municipality, it zooms to that municipality's extent.
