Docker image out of date? #133

When we put the Rstudio docker image back up, we find that we need to install packages cdcfluview and forecast. These are in the build environment file, https://github.com/seattleflu/incidence-mapper/blob/master/Dockerfile.RBuildEnv, so are we working from a cached image that's out of date?
