Change version of rllib to be before REPS refactoring #1

This changes the rllib version in the requirements to be before the REPS refactoring as the extension of REPS to QREPS is not compatible with the refactored version.

Hi Seb, I'm not sure about this change! I'd rather fix the version here rather than stick to an older version of rllib.

Probably makes sense. Still would be useful to fix the version of rllib and adjust it regularly. Makes it easier to always have a working version.
