Support fort the missing quotas for ElastiCache

Feature description

I would like to add support for the following quotas

[ ] Nodes per cluster (Memcached)
[ ] Parameter groups per Region
[ ] Security groups per Region
[ ] Subnet groups per Region
[ ] Subnets per subnet group
