When creating character, a pop-up windows forbids new character creating 游戏中弹窗阻止新角色创建

After starting the server and launching game with mho_launcher, the game is started normally. But when i click the next step button in character creating, a pop-up window says Character creation is stopped after a certain date of 2019. I tried to change my local time to a date of 2018, which made no difference.

Is it a bug, or i missed some thing?

启动服务器服务器和通过mho_launcher启动客户端之后，可以正常进入游戏。但在创建角色的界面，弹窗提示“在2019年某日之后停止新角色创建”。我尝试了修改本地机器的事件，但没有作用。

这是Bug，还是我少执行了什么步骤？
