Propagate ignored/pending status up through suite elements in the Eclipse test runner:

Suites with all elements ignored are marked as [IGNORED]
Suites with all elements ignored and at least one pending are marked as [PENDING]
Ignored/pending status propagates through suite elements as well

Fixes #45
